Dimapur, Monday, August 24: Nagaland Director General of Police (DGP) Rubin Sharma has addressed several key law-and-order issues in the state, including the ongoing case involving Robert Kikon, the proposed City Surveillance Project in Dimapur and the recent IED blast in Chümoukedima.
On the Robert Kikon case, Sharma said law enforcement agencies had made efforts to trace Kikon, who had previously been located in countries including Cambodia and Vietnam. He said police were continuing their efforts to bring him before the court.
Addressing concerns over the ability of law enforcement agencies to apprehend absconding accused persons, Sharma explained that the process can take time when an accused is outside the country. While police can take steps to arrest an accused within Nagaland or elsewhere in India, the situation becomes more complicated when the person is abroad.
Sharma also appealed directly to Kikon to return and face the legal process instead of continuing to evade the law.
On the proposed City Surveillance Implementation Project for Dimapur, the DGP said efforts were underway to implement the project, with support from Chief Minister Neiphiu Rio, Deputy Chief Minister Y. Patton, public representatives and citizens. He said Rajya Sabha MP S. Phangnon Konyak had contributed ₹20 lakh towards the initiative, while public sponsorships had helped police install around 60 CCTV cameras across the state even before the proposed surveillance project is fully implemented.
According to Sharma, the proposed surveillance system will feature advanced technologies, including facial recognition and tools to assist traffic enforcement. These could help identify vehicles involved in wrong parking and detect violations such as riding without helmets and driving without seat belts.
The DGP said police were working towards implementing the project and indicated that the system would be rolled out soon.
On the recent IED blast in Chümoukedima, Sharma said the case had been handed over to the National Investigation Agency (NIA). Since the investigation is now being handled by the NIA, he said the state police had no further information to share at this stage.
He added that Nagaland Police would extend all necessary assistance if the NIA approaches the state police in connection with the investigation.
