Dimapur, October 14: Deputy Commissioner of Dimapur, Dr. Tinojongshi Chang, has said that the district administration will summon the Street Vendors Association of Nagaland for clarification following complaints over the alleged imposition of penalties on street vendors and reports of vendors being compelled to register as members of the association.
The issue came to light after a ₹500 penalty receipt, reportedly issued by the association on October 11, went viral on social media. The date fell on a Sunday, raising questions over whether the penalty was imposed for operating a vending business on a day when street vendors were reportedly being directed not to open. The incident has also prompted concerns over the authority of the association to impose fines and enforce membership.
Speaking to the media at his office chamber, Dr. Chang said the district administration had received complaints from vendors regarding the alleged collection of penalties and the enforcement of membership. He stated that the association, formed in 2026, must function in accordance with its constitution and applicable guidelines.
He added that the association has no right to force street vendors to become members. On the issue of Sunday operations, the Deputy Commissioner clarified that the matter falls under the purview of the Dimapur Municipal Council (DMC). He stated that there is currently no statutory directive from the Deputy Commissioner’s Office or the district administration prohibiting street vendors from operating on Sundays.
Dr. Chang also raised concerns over the arbitrary imposition of penalties, stating that associations cannot exercise authority beyond what is permitted under their governing rules.
He added that the district administration is verifying the status of societies and associations, including their registration and renewal details. The proposed summoning of the association is expected to provide further clarity on the complaints and the authority under which the penalties were imposed. The question of whether street vendors can be compelled to register with the association and pay membership fees remains a key concern.
